Policy directive unlocks next-generation spectrum connectivity under Digital Pakistan vision

Major Boost for Pakistan’s Digital Future

The federal government has formally issued a policy directive for the auction of radio frequency spectrum, a decisive move aimed at accelerating 5G readiness and next-generation mobile services across Pakistan.

The directive, issued by the Ministry of Information Technology and Telecommunication, aligns with the government’s Digital Pakistan vision, as mobile broadband demand continues to surge nationwide.

Surging Broadband Demand Drives Decision

According to the policy document, Pakistan’s broadband subscriber base has crossed 152 million users, reflecting rapid digital adoption and rising expectations for faster, more reliable mobile internet services.

Officials said the expanding digital economy and data consumption patterns made spectrum allocation an urgent national priority.

Key Frequency Bands Opened for Auction

Under the directive, the government has made multiple high-value spectrum bands available for auction, including:

  • 700 MHz
  • 1800 MHz
  • 2100 MHz
  • 2300 MHz
  • 2600 MHz
  • 3500 MHz

These bands are considered critical for improving network coverage, capacity, and 5G deployment.

Spectrum Declared Strategic National Asset

The government emphasized that radio frequency spectrum is a scarce and strategic national resource that must be utilized in the public interest.

Authorities stressed that spectrum allocation will remain compliant with Pakistan’s international obligations related to IMT standards and advanced mobile communication technologies.

PTA Assigned Transparent Auction Responsibility

The Pakistan Telecommunication Authority (PTA) has been directed to conduct a transparent, competitive, and market-driven auction process.

As per the directive, the auction will include:

  • 15 MHz paired spectrum in the 700 MHz band
  • 3.6 MHz paired spectrum in the 1800 MHz band
  • 20 MHz paired spectrum in the 2100 MHz band
  • Significant unpaired spectrum in the 2300 MHz, 2600 MHz, and 3500 MHz bands

Eligibility for Existing Operators and New Entrants

PTA will issue a detailed Information Memorandum outlining auction rules, eligibility criteria, participation requirements, and spectrum caps.

Both existing cellular mobile operators and new market entrants will be allowed to participate, subject to regulatory limits.

Officials said the spectrum auction is expected to dramatically enhance mobile broadband capacity, strengthen service quality, and prepare Pakistan’s telecom sector for full-scale 5G rollout.

The move is being viewed as a critical milestone toward digital transformation, economic growth, and technological competitiveness.
