Bill stipulates that delayed payments will incur an 8% additional compensation, not limited to cash
President Asif Ali Zardari has signed the Capital Development Authority (CDA) Amendment Bill 2025, updating the framework for compensation on acquired property across Islamabad.
Expanded Compensation Options
Under the new amendment, compensation is no longer limited to cash payments and may also include land or other prescribed arrangements. Additionally, in cases of delayed payment, an extra 8% per annum will be payable to affected property owners.
Special Provisions for Vulnerable Groups
The legislation introduces specific protections for persons with disabilities, minors, and individuals under legal constraints, ensuring their rights are safeguarded during property acquisition.
Restoration and Rehabilitation Measures
The Act mandates measures to restore the standard of living of affected persons. It also allows property transfers by the CDA and provides legal cover for the rehabilitation and resettlement of displaced individuals.
Deputy commissioners are authorised to make separate awards for land and buildings. Cases pending before October 2025 will be decided under the amended provisions.
Legislative Process and Approval President Zardari granted assent to the bill on the advice of Prime Minister Shehbaz Sharif under Article 254 of the Constitution. The Senate passed the bill on November 7, 2025, followed by approval from the National Assembly on December 8, 2025, without amendments. National Assembly Speaker Sardar Ayaz Sadiq certified the approval, making it an Act of Parliament.
